EPA proposes notice for TDI

The Environmental Protection Agency has proposed a “significant new use rule” for three chemical substances known as toluene diisocyanate, or TDI.

A Significant New Use Rule requires certain parties to notify the EPA at least 90 days before manufacturing or processing the designated chemical or using it in consumer products. Upon notice, the EPA may move to limit or ban the use of the chemical.

According to the Polyurethane Foam Association, TDI is used in the manufacturing of flexible polyurethane foam but is reacted during the process to the point where there is no TDI available for exposure in finished foam.

It is unclear, however, whether the EPA considers mattresses and mattress manufacturers to be subject to the SNUR.

The International Sleep Products Association is coordinating with PFA in its response to the EPA to educate policymakers that mattresses should not be subject to the change. Comments on the proposed rule are due March 16.
