ALEXANDRIA, VA — July 13, 2026 — Alison Keane, president of the International Sleep Products Association (ISPA) and the Mattress Recycling Council (MRC), has been appointed as an industry member to the Bureau of Household Goods and Services (BHGS) Advisory Council.
The California Bureau of Household Goods and Services is part of the California Department of Consumer Affairs (DCA) and is responsible for licensing and regulating businesses in the household goods sector, including bedding, furniture and moving and storage services. Advisory Council members are appointed by the DCA Director and provide input to the Bureau on consumer protection matters and issues affecting regulated industries. The Council is comprised of representatives of consumers, public, and the upholstered furniture, bedding and thermal insulation industries. Keane will serve as an industry member, bringing the perspective of the mattress manufacturing, retail and recycling sectors to Council discussions.
As president of ISPA, Keane leads the association’s work on behalf of mattress manufacturers, suppliers, retailers and supporting service providers across the country. She also serves as president of MRC, the nonprofit organization created by the mattress industry to operate statewide mattress recycling programs in California, Connecticut, Oregon and Rhode Island. Through both roles, she has worked closely with industry leaders, policymakers, regulators and stakeholders on issues related to the production, sale and end-of-life management of mattresses.
In her advisory role, Keane will prepare for and participate in public Council meetings, review materials, and offer industry insight to help inform the Bureau’s work. Her participation supports the Council’s mission to provide meaningful input on consumer protection, marketplace practices and issues affecting regulated industries.

Keane’s appointment reflects the value of ongoing collaboration among regulators, industry and consumer-focused organizations as the marketplace continues to evolve.
Established in 1915, International Sleep Products Association (ISPA) is the voice of the mattress industry, representing producers, suppliers, retailers and supporting services worldwide. ISPA advances the industry through advocacy, research, education and global collaboration. The association provides industry data and insights, leads government affairs efforts and hosts premier events, including ISPA EXPO and its Sustainability Conference. ISPA also supports consumer education and product safety through the Better Sleep Council and the Sleep Products Safety Council.
The Mattress Recycling Council (MRC) is a nonprofit organization that operates recycling programs in states with mattress recycling laws including California, Connecticut, Oregon and Rhode Island. MRC was founded by ISPA and recycles over 2 million mattresses annually.
