
The “2025 ISPA Advocacy Report” describes the International Sleep Products Association’s advocacy on behalf of the mattress industry at the state, federal, and local levels. In 2025, ISPA closely monitored 240 bills across 37 states and the District of Columbia, as well as seven federal bills, focusing its efforts on proposed legislation and regulations that affect the operations and obligations of the mattress industry.
Seven states—New York, New Jersey, Massachusetts, Maryland, Virginia, Washington, and Minnesota—considered mattress extended producer responsibility legislation in 2025 and will do so again in 2026. ISPA is working on members’ behalf to harmonize this legislation with the Mattress Recycling Council’s existing state programs. ISPA members who sell mattresses into any of these states will be affected by this proposed legislation.
