House chairman unveils draft legislation to reform U.S. chemical laws

U.S. House of Representatives Energy and Commerce Environment and the Economy Subcommittee Chairman John Shimkus, R-Ill., unveiled draft legislation last month to update the Toxic Substances Control Act, which governs the use of chemicals in consumer products.

The draft mirrors some aspects of similar legislation being considered in the Senate. The bill has stalled in the Senate due to concerns about the preemptive effect the U.S. Environmental Protection Agency’s actions would have on state laws under the legislation. House Democrats expressed concern about the draft but said that discussions continue to seek a bipartisan compromise.

The International Sleep Products Association, a trade group representing mattress manufacturers and component suppliers, is a member of the American Alliance for Innovation, which was formed to make sure that any legislation to reform TSCA does not burden the industry. ISPA and AAI will continue to follow the progress of this legislation and advocate for policies that do not harm manufacturers.
