The International Sleep Products Association Announces Its Support For SB 1274
SB 1274 (Hancock) seeks to clarify 2013’s mattress recycling legislation

SACRAMENTO, CA — The International Sleep Products Association supports recently introduced legislation SB 1274 authored by California Senator Loni Hancock (D-Oakland).

When signing California’s mattress recycling legislation from 2013, SB 254 (Hancock/Correa), Governor Jerry Brown, Jr. asked for more specificity in the bill language and assurances that the Department of Resources Recycling and Recovery’s (CalRecycle) scope of regulatory authority for the mattress recycling program was preserved. SB 1274 addresses the Governor’s specific concerns.

Ryan Trainer, International Sleep Products Association president, stated, “The International Sleep Products Association (ISPA) is pleased to support SB 1274 (Hancock). This legislation responds to specific points raised by Governor Brown, Jr., and CalRecycle. SB 1274 reflects consensus language from the Administration, the authors and the sponsors of SB 254. We believe the narrow scope of SB 1274 will improve California’s used mattress recycling program and move the program forward at an appropriate pace.”

Per the legislation, the ‘Used Mattress Recovery and Recycling Act’ as established in SB 254, requires a mattress recycling organization to develop, implement, and administer a mattress recycling program in California. The organization must develop a state plan for this purpose by July 1, 2015.

Trainer concluded, “We look forward to working with the Administration, CalRecycle and the Senator’s office to support SB 1274 as it moves through California’s legislative process. Our goal is to provide Californians with a comprehensive solution that increases mattress recycling in a manner that is consumer-friendly, efficient and cost-effective.”
